I can't understand it either. If the ball wasn't in yet, then fair enough - but you say it was in, so I can't fathom it. Once the ball is in, the only thing for a scrum wheeling would be a PK (for pulling it round).

Maybe it was related to a not straight, or feet not in position to shove, or foot up....
Or maybe the ref was fed up...

Apparently the ball was in... so the push wouldn't have been early. Of course I didn't see it so I haven't a clue... but it doesn't usually stop me having an opinion :)
I think I know the game you are talking about....the ref called it up for "whip wheeling".....which is illegal. One side retreats and the other advances quite rapidly....

Whip wheel is dangerous play and a PK.
Yes, it is, but the ref only gave a FK, despite telling the offending team that they had whip wheeled!
