Default Yellow Card Query.

I was TJing an U16 District game last Saturday when the ref awarded a FK just outside Blacks 22. Black took it quickly, but was held by Green 10. TBH I think it was more instinctive than vindictive, as it happened within a fraction of a second and Black virtually ran into him. As soon as Green 10 realised what he'd done he released, but it was too late.

The ref blew up and YC'd Green 10, which I thought was a bit harsh but he was in charge. Now, this is the bit that's thrown me. The ref reckons it was still a FK. Perhaps I'm showing my inexperience here, but can you YC a player without awarding a PK?

If two players are fighting, you can bin both, but only award a penalty against one team. Obviously you do not have to award a PK against a player to be able to give a yellow card.

In your case it is trickier. Although Law 21.8 says "Any infringement by the opposing team results in a second free kick ...", most of us would treat serious foul play as a separate offence and award a PK. In this case the referee may well have decided that the offence was not serious enough to take that line.
