    Maybe the ref decided the half was over when the maul went into touch (as time was up), but didn't get chance to blow for half time due to the scuffle. If the half is over the penalty is awarded where play would restart, which would be the second half kick off.

    That sounds a lot different. Like anything in life, take what's useful, ignore what isn't. Working with AR's is a skill that has to be learnt. Being an AR is the same. You will quite often get an inexperienced AR who is trying to do the referees job, instead of supporting him/her.
