    Surely if it is not a ruck, the players he is pulling are all guilty of obstruction (or at least accidental offside). Nothing else in law permits them to be in front of the player who last played...

    It's there - but at the time the jackler grasps the ball there is no ruck (or they are guilty of illegal handling), so 15.3 doesn't yet apply.

    Interesting the law doesn’t actually say anything about above the horizontal ... and his upper body does make contact with the ground (although that happens in nearly every tackle)
