    Not for me. I'm Ok for a player to weigh up his options and still meet the "without delay" requirement. I'd give him a couple of seconds.

    I've had a change of heart. The way I'm now seeing it is mitigate down to yellow for the drop in height then bring it back up again to red due to one or more of the "factors against mitigation"...
