    Why a time limit?

The Scots showed that standing around like spare priques at a wedding to allow a stalemate is not a likely outcome. . . . and it's to the defending side's advantage to make sure he's put over the DBL. . . so play on.

Because a player on the ground must do something IMMEDIATELY

Almost every ballcarrier who attempts to score a try and finds the ball is held up, other than Will Carling.

I thought we were discussing PLAYERS held up, not a hand under the BALL and few if any players on their feet.

Yes, looks like the OP asked about the PLAYER being held up.

2-5 seconds depending on how it got in there.
    Maul - 2 seconds ish
A covering tackle - 4/5 seconds or until the momentum has stopped.

My take is unless you look like Kenny Everett as Brother Lee Love that's a fairly unconvincing argument.

But why a time limit, please?

In the FoP you let them get on with it. Why should a ref think he should call a halt in goal with all those players around to sort it out?
