    Default Clash of heads

A question that came to mind following the Australia - Fiji game.

If a player attempts a tackle but comes in too high and clashes heads why is that not seen as dangerous and potentially subject to sanction under 10.4(e)?

If the player leads with the forehead then I would consider it a headbutt. If it is incidental impact caused by a genuine attempt to tackle then I would let it go, this is a tough game and sometimes knocks like that happen. If you were going to start to ping head clashes as head butts, then its not that far before the elites start using the head as a defense in the chance that the tackler will either slow or soften impact to avoid head to head contact in a stand up tackle.
