    I think the official position is that the 2018 book supersedes the 2017 book

    For instance our red card reporting forms have all been changed to refer to the new book and (I believe ) refs who have filled in a form referring to the 2017 law book have been asked to do it again .

    As to the content , the official position is that Laws have always been how they are in the 2018 book

    well with at least one glaring example as discussed here (what constitutes a maul) that is patently not true. the people peddling this falsehood have clearly either not read the 2018 lawbook properly, or are deliberately ignoring the inconsistencies.

    I think in response to the OP, I would consider that the arriving player who tries to pull away the other player is either making a maul, call it and play it so, or is playing a player who is not in posession of the ball. Ref needs to make a judgement of those two options and either ping or play on.

    a blue teammate binds on an opponet beyond the ball.

    the question isn't very clear - but seems to me that now the 2018 Law book has clarified matters : if you have a blue ball carrier, blue team mate and red opponent, bound together in any combination, then you have a maul...

    So if blue bound to red who is bound to blue -- maul.

    It's impossible to give a correct answer as the questions is so ambiguous.

    • Are the three opponents bound to the ball carrier? It doesn't say.
    • What does it mean by "blocked"? It doesn't say. Could be just blocking a running path without contact.
    • Is this a questions about Mauls, or obstruction, or (accidental) offside? It doesn't say.
    • Where is the opponent the blue player binds to stood in relation to the ball carrier? They could be opposite sides of the pitch.
    • Is the opponent the blue player binds to one of the three blockers? It doesn't say.
