    ridiculous.

The alternative is that (if the kick is well judge otherwise) the chaser will smash into the catcher as he catches it. Any improvement there?

Is it not the case that most of the problem situations are when both players have to move to where the ball will land?

Do they not have a PDF that can be downloaded to your phone? Apple has to have a special app because they can't figure out how to read PDFs

    very true OB of course.

am merely proviing a simpler example as a test case - where there is only one variable ie the chasing attacking kicker with the static receiving defender. At the moment the law favours the chasing poor kicker (poor because he has kicked it straight at an opponent). over the static defender who is merely waiting for the ball that has been kicked to him. And the best these "simplified" laws maybe suggest is that rather than knowing he just has to run away form the landing point, the defender can now make a judgment call on what the ref's judgment call may be if he stays there and is clattered by the sprawling chaser (that kicked the ball straight at him!). And in the knowledge that if he makes his own judgment call wrong it is potentially 3 points to the opposition and a minimum of a yellow card.

I predict a rash of 'dummy' catches; where the defender stands a metre or so away from the landing point and waits to be tackled as the ball comes to ground = PK and YC.

Problem; you are the TMO, decide on which way the PK should be awarded as the ref has almost certainly blown his whistle for what looks like a late tackle (check, check, or say nothing). Now that you know what happened, you still have to decide who to penalise.
Those are my principles, and if you don't like them... well, I have others.

lets pick this idea to pieces then as an attempt to alter the onus...

The onus is to be on the CHASER ie kicking side NOT to clatter the CATCHER. Thus not making a garryowen a PK and YC/RC tactic - you CHOOSE to kick it so its YOUR onus to not do anything reckless and dangerous while retrieving the ball you just CHOSE to kick away.

I get a permissions error when I try to download the attachment on the forum. Is there a trick to getting it to work? Or could they be posted somewhere else?

    Thanks!

this is from new Law 15:
    ENDING A RUCK
    17. When the ball has been clearly won by a team at the ruck, and is available to be played, the referee calls “use it”, after which the ball must be played away from the ruck within five seconds. Sanction: Scrum.
    18. The ruck ends and play continues when the ball leaves the ruck or when the ball in the
ruck is on or over the goal line.
    19. The ruck ends when the ball becomes unplayable. If the referee decides that the ball will probably not emerge within a reasonable time, a scrum is awarded.

With regard to the highlighted scrum, how do we know who gets the feed?
I, for one, like Roman numerals
