    Not Kurt Weaver - I think you are out by a dozen years. I would say some time in the 1980s.

    In the 1991 book Rugby Laws Explained, the authors specifically mention it is a recent change.
    Derek Robinson does not mention it in Rugby Success Starts Here.

    One would reckon that to commentate on rugby you'd have to know some basic laws.

    Well, I couldn't find it in ye olde foul play #10 or old tackle law #15. My lawbook collection is from 94 -2009.

    In 2009, the following is listed and highlighted as a may 2009 change in law #14 formally Ball on Ground no tackle.

    14.2(d) 2009 A player on the ground A player on the ground must not tackle an opponent or attempt to tackle an opponent.

    this law does not appear in earlier volumes. This is first appearance of law in question in my dusty old books.


    Interestingly to me. A player on the ground can tackle his teammate
