Default Scrum query

Red scrum moving forward then comes to a halt, Ref has called 9 to ‘use it’ then scrum starts moving forward once again and comes to a halt. How many occasions can ref allow scrum to stop/stares before final decision

When the scrum is stationary and the ball has been available at the back of the scrum for three-five seconds, the referee calls “use it”. The team must then play the ball out of the scrum immediately. Sanction: Scrum.

Once you have called use it, they have five seconds to do so. Regardless of whether it starts moving again or not.

There is a little bit of inconsistency here (quelle surprise) about when to call use it between a scrum and any other breakdown. But for me when use it is called, there is limited time for the SH or another player at the back of the breakdown to pick up the ball and play it. I would not allow another shove of a scrum or a ruck or the ball to continue in a maul.

The Law mentions Use It for mauls and Rucks

There is no mention of a Use It call for scrums or TWOLs

Apart from this one

Law 19
26. When the scrum is stationary and the ball has been available at the back of the scrum for three-five seconds, the referee calls “use it”. The team must then play the ball out of the scrum immediately. Sanction: Scrum.

I knew that ..Just testing you !

They just helpfully put in the section "During the scrum" and not in "ending the scrum" as thry do for rucks and mauls

So it's just a TWOL which is the odd one out
