Default Wales vs France last minute

Over 79 minutes, but not 80 yet. Say 79:15 for the sake of the argument. Penalty for Wales in their own half. They kick to touch, but france manage to steal the line. Wales eventually get the ball back, kick it and game ends.

I was thinking the following: If instead of kicking the ball out (after the penalty), Wales ask for posts, lets the clock go to 80 and then kick it out, from the ground (kick was impossible, +65 meters), is that allowed? Or is it against the spirit of the game or something?

    Thanks in advance.

If the team indicates to the referee the intention to kick at goal, they must kick at goal.

So I think you'd make them take it again and kick at goal this time

The law isn't clear on that as currently written

If anything, I'd say a scrum against is indicated; it's the next sanction mentioned in that section (for taking too long), which is how the lawbook seems to be written, and it has 2017 pedigree as a sanction against mis-taken penalties.

In reality it will never happen
But if it did, I think scrum to oppo is actually the best decision

I would say it was an incorrectly taken PK and give the scrum to France.

In this very unlikely case a scrum seems best

But incorrectly taken PK is take it again

I suspect WB would be thinking let’s NOT go there. Last time he did that, in 2017, France came out winners, but were fined €15,000(x 2) for being critical of the match referee.

If the kick was impossible/highly unlikely then the ball would be alive if it landed in play so opposition would have possession, it would be a very risky move. I would think the kicker would have to make an effort and not just kick it straight out although I'm not sure if there's a law to cover that other than what was highlighted above.
