Which is kind of my whole point .

    Make up your mind.

Of course 9.2 also specifically covers it as pointed out by another poster.

Clear foul play, dangerous leading with the forearm, contact with the head, RC all day.

It is becoming more prevalent to lead with as forearm rather than a hand off and I have no problem with fair or even harsh treatment of this to try and eliminate it seem the game. I know it is difficult as the ballcarriers you want to defend yourself, but this is not the right or legal way to do it and you are leaving yourself liable to sanction if you persist with the forearm lead.

Hand off with excessive force, not really applicable as he did not use his hand. This looked more like a forearm smash (like those of you old enough may remember from ITV wrestling on a Saturday evening) which for me is a strike with a part of the arm. 9.11 is more general and would have been a requirement to show that the action was reckless or dangerous, under 9.12 all they had to prove was a strike with any part of the arm. We don't want to see that in grass roots.

Seems only one person has a problem.

This is being discussed in a local ref group, and the whole spectrum of opinions have been aired.
