I'd call that a wrong call; red 15 was holding the ball on the ground before the ruck was formed and white 15 came in from the side.

A player on their feet is entitled to take the ball but just putting hands on the player on the ground is not good enough to 'buy' a penalty!
I shouldn't have used the word tackle, but Farrell tries to get the ball of LW while LW is holding on and shielding the ball on the ground. Farrell is on his feet and entitled to contest for the ball, so surely the first infringement is LW holding on/not releasing on the ground?

I could sell that call easily.

Red player on ground had ample opportunity to place the ball but instead thought he could buy a penalty.
Pity it went the wrong way (IMHO).

There is no sanction for voluntarily going to ground, but once you have done so you are out of the game and must release the ball
    OR

Get up with the ball [13.1.a]

    OR

Play (but not kick) the ball [13.1.b]

    Getting up is interesting

Are you allowed to dive on the floor deliberately (eg to evade a would be tackle ) and then get up again and carry on ?

I don't see why not....but I suppose it could get to a stage where every time a tackle looked likely the ball carrier dived on the floor and got up again. Then it might alter the game and demand some sort of action! !

It's the sort of thing I can imagine seeing at a school game (coaches too clever by half)
I would tell them to stop.

ISTR a "voluntary tackle" is illegal in Rugby League?

I don't see why not. I think the difficulties are practical rather than legal. Players on their feet can still challenge for the ball, and are under no obligation to let the BC up
