Why blow time off to tell him to hurry up? Wouldn’t you just give him a heads up while he is still dicking around placing the ball that he only has say 20 seconds left? Why pull a FK out of your arse when a scrum is the correct sanction?
The whole point here is that it would not have been to big an ask for WR to group together the items that require the kick to be taken/retaken and say so and group the items that have a scrum sanction for non compliance and say so.
When you are dead, you don't know that you are dead. It is difficult only for the others.
It's the same when you are stupid.

That was what I was alluding to in my post #10 some specific cases have a scrum sanction, others are ? So what then, retake?

Are we talking about running out of time for a place kick

I thought the question was about delaying taking a regular PK

Different scenarios, different laws apply different answers

I think we at cross purposes

Original question (which has I think been answered - all be it inconclusively) was what’s the sanction for and incorrectly taken PK/FK?

I wasn’t fishing for a 2017/19 law book conversation... I just couldn’t find the sanction in the law book.

if there is no sanction in the law book then it is not a sanctionable incident
I, for one, like Roman numerals

and there's a good chance the FK will end up being taken as a scrum anyway (pitch position notwithstanding)

I don't think anyone is suggested a FK

The scenario I was envisaging is
    PK to red
Red go into an indecisive huddle , deciding what to do
    They are taking ages

    The law says

A penalty or free-kick must be taken without delay

    What do you do ?

My answer is .. Time Off , Hurry up

Crossref that one is still sanctionable - see the law 19 scrum table.

If a player tried to use the new lack of sanction as a ruse to otherwise waste time you can use 9.7.d
