    Hmmm, so what about a sanction for the BC who stoops so low they risk a head injury to them-self and the tackler. I've seen it happen when I was at high school at tackle training (how ironic lol). So that basically means that everyone in my league would end up being stood down for a match as the tackling technique is poor. Mine included. It's hard enough to retain players as it is. While Concussion may force people from the sport (one of my team mates had to stop last year due to too many concussions), I suspect more would be lost from sanctions imposed by this punishment.
