Late - but he wraps and contact with the chest.
    Penalty only.

Committed to the tackle before the kick, maybe fractionally late but not to the point where I'd PK. Height was fine too. For me good tackle, would have no complaints if he did it to me.... other than f**k me that hurt hahaha

    Play on for me.

He wraps his arms, it isn't high, and the tackle is completed mere fractions of a second after the ball connects with the foot of the ball carrier. I do not agree that it is late.

I received advice a while ago through our society that following a kick, one step (from the tackler) before the tackle is fine, two steps is late.
In this video there is less than one step between the kick and the (legal) tackle.
    No penalty for me.

Is a late tackle not a late tackle...?
The tackler may have been 'committed' and it may be just a timing issue...but it IS late!
For me it's a penalty and I would imagine that nobody on the field would question it... but it would certainly be questioned if play on was called.
I think it's the type of thing that could lead to further infringement if not sanctioned.

But you have to define late and set a standard:

Tackle as the ball leaves his hand but before it hits his boot? Is that late?
Tackle as it hits hit boot? Is that late?
Tackle as it leaves his boot? Is that late?
Tackle half a second after it leaves his boot?
    One second after?
    Two seconds after, etc.

Where is your line and how did you set it?
Our society has given advice for us to follow on this and its based on whether the player was committed and whether he had the ability to pull out or not. Without this you would have to ban charge downs and tackles on kickers
    I would rather ban kicking!

Much the same here - pragmatic approach rather than rule-based.

Not really enough of view to be 100%, can see both sides, certainly a legal tackle in all aspects apart from possibly timing. Doubt I'd allow that at U13 but out the corner of my eye in an Adult first team game, not sure I can give a penalty as not obviously late to me

In all honesty, I watched the video a few times. And yeah it's difficult to see. The only thing I could see was the the ever so slight lateness. But as I said not late enough for me to PK the tackler. I'd think there would be more eyebrows raised if I stopped play than if I played on. Unless I'd blown up earlier for the same thing.
