    so is KYBO now the preferred channel to communicate changes to the Laws and Regs ?

    Am not sure whether we can trust the England rugby site set, they did a big launch back in July (which basically mean most links where broken and errored) and no one has been able to find anything since. Even now you can view regs but there's no PDF download (which is what most people want on their phone pitch side in the middle of nowhere).

    It's probably not the "preferred channel", but it is the channel that's working! As Flish says, the main site was taken down for a massive program of changes, and what has come back up doesn't seem to be fully working as it should.
