    I'm pretty certain it has set a clear range of options : Play-On, PK Only, YC, RC... what more is required We will always now known that the decision is one of them.

    I don't think this is what is meant by a dominant tackle.

    My journey through the framework:

    -Was it a shoulder charge?
    -No
    -Was there Head or Neck contact?
    -Yes
    -What was the degree of danger?
    -Tackler leaves the ground (high)
    -Tackler speed and acceleration (high)
    -Tackle was completed (high)
    -Were there mitigating factors?
    -Head contact is indirect (starts elsewhere on the body and then slips or moves up resulting in minor contact to the BC’s head or neck)

    So, for me, initially RC, mitigated to YC.

    I could see an argument against mitigation, that they were in open space and the tackler had a clear line of sight and time before contact, but I think a RC would be harsh here.

    well only one of those watched it on video, the rest saw it just once in real time, the ARs from a distance

    Are you watching the right clip Dickie? There's almost continuous contact with the head from Biggar's left arm from shortly after initial contact until Itoje's head bounces off it on landing

    Yeah, there's no head contact from that angle. Biggar's got his arms wrapped round the England players shoulders after being high initially. Left arm contacts the top of the shoulder. Then he wraps round the shoulders. No head Contact - High tackle - High degree of Danger - No mitigation - YC.

    Not cited , but I think that's because it a YC level not RC
