I think the time frame for him to be cited has now passed.

It was a challenge off the ball and was also round the neck with no mitigating circumstances so - IMHO - should be a RC

Couple of "pet hates" they aren't dealing with.

    1. taking too long to re-set scrums, FFS call time off!

    2. moving PK in from near the touchline to the 5m line

    3. PK not being taken from the "mark", amongst others, today Wal 10 was given mark by ref, he then moved in front of the mark in field and then by the time he ran up to kick to touch he had a better angle and about a 7m gain.

    .
Do you mean touchline of goal line?

LOCATION OF A PENALTY OR FREE-KICK
    1. The mark for a penalty or free-kick must be in the field of play and be no closer than five
metres from the goal line, as per the following table:

I think refs have been seen to move it in from the touchline (wrongly)

Unless of course they are correctly moving it to the 15m line!

My pet hates which are just ignored.
    1. scrum halves taking way more than 5 seconds at the back of rucks when ball is available and refs have said use it.
    2. Scrum halves clearly dummying at back of rucks.
    3. Offsides chasing box kicks, virtually everyone.
These are very easy to spot especially with a team of three.
