Amended, my original response was ...
"That's play-on for me... if he had knocked-it on, then it would be a deliberate knock-on... but as he didn't knock it on, I don't see how it can be a deliberate one."
...but checking I see that deliberately knocking it forward is expressly prohibited, irrespective of whether it's a KO. So perhaps I should be good and give the PK.

PK, absolutely. But it does require the ref to judge intent.
I think intent was pretty clear in this one
His first touch .. I would allow that, benefit of the doubt , basically trying to catch it.
His second touch .. definitely deliberate
Agreed in this case, it was more of a general point - there will always be a grey area, and we try to avoid judging intent as a solution to that. I'm sure a slightly hazier example will come up in play soon![]()
So would we be willing to PK a team following a pushed pass where the Blue receiver lunges forward and knocks the ball forward if we consider that the player had no real chance of controlling the ball? Because if it was a Red player attempting an interception we would be looking at YC.
What was the point of the second touch other than he was trying to control the ball and catch it? If that is the case, what is the problem if it went forward and was gathered by the same player?
The difference is that he knocks it past an opponent. Contest and continuity - consider:
1) QTI, red 14 launches it 20m to red 15 who can't quite catch it, so knocks it forward and gathers it safely. No blue players within 10m, no material effect on contest, play on for continuity.
2) Cross-field kick, red 15 jumps up and knocks it over blue 13's head, sprints past and gathers it having broken the line? Very material effect on contest, PK deliberate knock forward. No YC (unlike if blue slap the pass down) because they lose possession/disrupt their own attack.
