Default Penalty and tackler not back 10m - Yellow Card?

At a recent match (level 8 or 9) I was spectating at red had a penalty around half way. They chose to tap and go, however before blue had retreated 10m, a blue player tackled the ball carrier. Ref blew, moved the penalty on 10m and then yellow carded the tackler.

Now I'm not criticising the ref here, he said afterwards that this is new RFU instruction. I'm not aware of this. My decision would have been to blow, and move penalty on 10m only and a quick word. I could understand if this was in the red zone, then even consider penalty try and yellow card, but it was midfield and first offence of this kind.

Thoughts on this? Has anyone else seen this guidance?

As a general principle I agree with you. A YC is not automatic for me at all if it happened on the half way line.

Would depend on the situation somewhat. Was it blatant? Did he retire at all, or just tackled the player straight away? Did his action stop a possible dangerous movement?

I have not seen any guidelines like this. I understand the argument for YC if it was cynical and deliberate, however I don’t think I’d be reaching for a YC the first time it happened. If it’s recurring I’d probably have to escalate.

but as noted above, a lot of this is game dependent. If the game is chippy and things are getting out of hand I’d use a YC in this situation to try and put a lid on things. But my normal approach would be advance 10m, warn players that I know it was deliberate and cynical (let’s the attacking team know you know as well) and make the mark for the next penalty.

    Not an automatic YC
But a YC is not automatically wrong

I've given a yellow card for this but only when it has been in the red zone and the tackler is denying space.
