    I think there are two possibilities

    1 a ruck formed, then blue picked the ball up (PK to Red)
    2 blue picked the ball up, then red pulled him over (play on)

    Yes, but there would need to be another blue player there to make a maul

    when you say control, did blue pick up the ball or the ball is still on the ground.
    If the ball is still on the ground, does red create a ruck as soon as he touches blue player?
