If the retreating player is actively retreating and making no attempt to interfere with the attacking player I will not penalise - it is a deliberate attempt by the player to milk a penalty and should not be rewarded. If the retreating player tries to tackle then I will penalise for them not being 10.

The scenario of a retreating player moving through the 9-10 channel and disrupting the pass is a different scenario and if they cut down the 9's options I will penalise for offside. If they are retreating and stay out of the way, or do all they can to stay out of the way (I know this will be judgemental) then I'll not penalise them.

Agree with Zebra and AC - the attacking 9 is not guaranteed a penalty if there is not an opposition free space, just that they will not interfere with play.

But simply being between the 9 and 10 at the critical moment is interfering

Which is prety much what zebra says in pint 2

So what's the solution for the retreating offside player?

Like I've said, yes if the 9 wants quick ball out to the backs and picks up the ball and attempts a pass, if the retreating player gets in the way. Peep PK. If the 9 has looked left and right delayed his pass so that it will hit the retreating player nope, you've been able to play it for a good 2-3 seconds before - play on.

    I agree with that.

It's different from what you said in post 17 , which I disagreed with

My point was about a 9 who clearly and obviously picks out an offside player who's not disrupting the flow of play and throws the ball at him solely to milk a penalty.

Play on, or PK against the 9 because of law 9.7?

No my post #17 is in keeping with my post #25. #17 was merely stating that I wouldn't automatically blow for an offside and that it would depend on the actions of the retreating player. I did add onto this in #25 that if the 9 had quick ball and passed immediately and unintentionally passes the ball into the retreating player then yes I would blow for offside. Just that I'd judge it on the basis of what was happening in front of me.

Your 17 had lots of yes/no rules, that made it seem pretty automatic ! That's partly what I didn't like

Agree that judgement is called for, but my starting point is limited sympathy for palyers running in the 9 10 channel ... They are taking that route for a reason
