The scrum moves off the half way line by about a metre before the ball comes in. In my opinion the referee should have penalised ‘blue’ for an early shove. Instead the blue scrum half moves into the ‘red’ half to throw the ball in.
The scrum remains static and blue work the ball back to their No8 and the scrum half picks up.
By not penalising the first obvious offence the referee may have confused himself. Or perhaps he has a gap in his knowledge?
