Hands on the 9 question.

Hey Guys,

Could I just ask a question regarding a penalty that was given during last weeks England vs Wales game.

A tackle occurred and the jackler gained possession of the ball. The player from the opposition side then jumped over the original tackled player on the floor, tacking the jackler who had gained possession.

A call was shouted for hands on the 9 and the Welsh player was penalised.

Law 14.9 c states
A player who gains possession of the ball(I assume a jackler would fall into this) may be tackled, provided the tackler does so from the direction of their own try line.

What law breach would the player have contravened for a hands on the 9 call?
 
I think that law applies to a traditional Scrum half position that was never part of the ruck, not a jackler who was part of the tackle/ruck area.

I didn't see the incident referred to so I probably misunderstood the question.
I was visualising a ruck scenario but rereading the question I think probably not.

Always helps if you can indicate game time for televised matches
