So it's intentional if he regathers the ball and unintentional if he fails to? Retroactive intent?

Nope, it’s intentional if you determine so. A bit like when Blue throws a pass and Red gets a hand to it and it goes forward. Was it intentional? Your call.

At its simplest, there is an expectation that players must attempt to catch the ball and we should look at 11.3 and 11.4 in that light.

11.4 has the wording “in the act of trying to catch the ball” - so if it looks to you as the player was attempting to catch the ball then it’s not deliberate. (Though was in reasonable is another question.)

If it looks to you like they were not attempting to catch then that means they intentionally tapped the ball forward to get past a defender - it’s a deliberate knock forward under 11.3.
 
At first glance I thought it looked wrong, BUT, Both players jump to compete for the ball SAFELY the red player gains possession and scores.
Isn't this what we want in the game
