What behaviour is deemed collapsing the ruck and a penalty kick awarded?

I've found a page on Passport world rugby with a video explaining "how to destabilise the jacker" (it's the last video on this page).

It states two things that a defender can do, that I thought were illegal and were deemed collapsing the ruck.

A) attacking player ie jackler
1) the defender can pull the jackler towards them.
2) the defender can lift one leg of the jackler ( not above horizontal) and roll sideways so jackler is then on ground, not on feet and therefore no longer a threat.

B) defending player ie first support
If the defending player got to the breakdown first and is over the ball, on their feet, protecting the ball from the expected attacker . And the attacking player tries to destabilise the defender in the same way as points 1) and 2) above, ie the attacker pulls the defender towards them (1) or the attacker binds on shoulder of defender and lifts thigh of defender so leg is no long on ground (but not above horizontal) to destabilise the defender and then proceeds to roll the defender sideways out of ruck (2). Is that allowed or is that penalty kick for defending team as attacker collapsed the ruck?
