    Certainly for data counting a scrum only counts when the ref utters ‘set’. A free kick can happen after the ‘set’. So if it is counted for data then we have to assume it is actually a scrum for phase...

    The scrum and lineout were awarded. They are phases of play. Both may be considered uncompleted but that doesn’t negate the fact that they were awarded in the first place.
