yes, and when that happens panels almost consider that as no specific RC offence was committed, sending-off sufficient

I thought that was normally the process when one or both of the cards was for cynical/deliberate/technical/repeated offenses, and not for when both are for dangerous foul play.

Does this competition have cumulative YC suspensions?

Especially as there was contact with the head (RC) that was not picked out from the initial footage. Why have a hearing if two yyellow is merely rubber stamped as "sending off sufficient"?

but the process there is that the citing officer should have cited him : saying that the 2nd YV issued should have been a straight RC.

If he wasn't cited, then no RC offence has been alleged (not by the ref, not by the citing officer) so I think the panel is pretty powerless

Basically the same as the second just at a ruck in open play. Either could have seen a straight red or yellow.

Of course there was a red card offence. " YC automatically becomes a red that is the offence. We have hearings all the time and bans for two yellows.

Good question. On the Pro O'14 site the link to the report takes you nowhere so you can't even go past the very basic info. I can get a copy of the report but it will take a while.

This is just one of the reasons why I stopped watching this level of rugby. Too much is not transparent.
