    THe use of "SHOULD" is important. "SHOULD" rather than "MUST"? You must means something differenrt to you should. Take the highway code in the UK MUST = Compulsory where as Should = We want you to but it is not compulsory.

    I would say you take the greater offence. Players fault no one else to blame. In this paticular cases these were for very similar foul play offences Leading wit hthe shoulder int othew upper body / head area. The only reason the second was not a red was they were not sure if there was contact with the head.

    Striking with the shoulder actually fits bot hoffences so we are them looking at the entry point.
    Striking with shoulder Low-end: 2 weeks Mid-range: 6 weeks Top-end: 10+ weeks Max: 52 weeks

    In RFU-land, for 2 technical YC, or 1 technical and 1 FP, sending-off is sufficient. 2x FP = one week suspension entry point. I suppose (but could not find stated) that this could be mitigated down to sending-off sufficient (what is half a week's suspension?); aggravating circumstances could also be taken into account.

    I would note that in London, hearings take place on the Monday, 9 days after the card - so the player will have already served, effectively, a week

    no, 2xYC = 1 week (well in RFUland at least) = per #24
