14.7 Tackled players must immediately: ...

A second attempt cannot be described as "immediate".
He trudg’d along unknowing what he sought,
And whistled as he went, for want of thought.

"1 Dynamic Movement" is the phrase circulating in some societies, which is how I've policed it, you get one go / decision

Had one like this last week.

Tackled close to the line ending up on his knees.
He then fell forward onto his front, thereby gaining another 3 feet or so.
He then reached out solely with his arm to place the ball on the goal line.

Opposition claimed it was a double movement, as they saw the fall forward as a second motion.
I conferred with my AR and he (like me) saw the fall forward as part of the tackle, so not a second movement.
The gap between being on his knees and falling forward was less than a second.

    Thoughts?

Seems reasonable, he remained in place where he landed and reached out. If he'd been short I'd allow him to immediately pull it back and place it as long as no jackler on the ball

    Very sensible decision.

    Personally I wouldn't allow this.
For me it's a 'double movement' and would penalise.

Intrigued, so if he reaches out, realises he's short your expected next action is? Just release?
