    THink of the formation of a scrum / foot positioning etc. It would be pretty stupid fo the average flanker to try to kick a ball in the front row. If I saw it I'd blow immediately. Pretty dangerous to attempt. FK and a warning that a PK will come if he tries it again.

    The lawmakers don't think its as dangerous as you do. They only consider it a technical offense and not dangerous foul play

    Indeed. I'd consider it more dangerous to your own pack Perhaps that is why? NOt something I'd like to see. a not one I'd be looking to apply "Material effect" to.

    Yes I'd prefer a PK as the first sanction. Of cours foul play is a bit of an odd term in rugby law terms.
