Hey there, I'm a player just looking for some clarification might be a really stupid question.

Recently played a game with a 9 on the opposite team who was under 5 foot, I was say he was 4'7-4'8. As you can imagine this made it incredibly difficult to tackle him without it being high. I understand it is on the attacking players to drop there high and make that tackle safe but was just wondering if there was such a law that stated a minimum high

Short answer - no.

Longer answer - local unions can have rules at Youth level (eg Southern California U10 and U12 have “X-Players” based on weight who cannot be used in certain plays) - but that is a local rule, not the law, and regardless the tackler still has a requirement to get low.
