Well, this came up on Saturday, as I anticipated it would.

Blue play White.
Blue line out.
The numbers get called and white line up, ready to go.
Blue post the front lifter and the tail gunner.
The remaining three stand a yard short of the front and back and wait.

I call "move in Blue".
Nothing.
A second call of "move in Blue".

And then?

I think you do need/should ask them, a 'delay' in forming the line is usually a judgement call, so they need to know where your judgement of delay lies. But once established you don't need to keep asking. If they choose not to listen, then you can penalise, both at that lineout and at future ones.

So your advice is:
If the thrower is in position AND the defence is in position, and they've had enough time to set front and back, I just...wait?

I've been doing this long enough and at a decent enough level to know that I should intercede only when I have to. What would you do?

Asl, tell, penalise.
Ideally do it early.
If they have been prompt all match but dawdle on the last throw when they are up - you may need to stop the clock.
If you cannot stop the clock, you might need to ATP quite quickly to be fair.
